Are you an experienced Commissioning Manager looking for a part-time role?

This is an exciting part time opportunity to join the Adult's Commissioning Team as a Commissioning Manager for the Learning Disability and Autism portfolio. Along with your job-share partner, you will be supporting the commissioning of services for adults with learning disabilities or autism specifically around their accommodation needs, including residential and supported living services.

This is a one-year maternity leave cover. This is also a hybrid role, with opportunity to work from both home and the office base (Sand Martin House, Fletton Way). Occasional local travel to visit services (e.g. accommodation settings) is also required. In terms of schedule, there may be some flexibility on when the part time hours (18.5 hours) can be delivered, and any queries should be directed to the recruitment manager.

 

All about the Role 

As a Commissioning Manager you will manage and deliver the strategic commissioning cycle, looking at the long-term needs within the city, as well as reconciliation to the council's budget planning cycle. You will also be responsible for the delivery and management of contracts to meet the identified need, including relationships with providers and quality of delivery. Your day-to-day work may include:

  • Oversight of a portfolio of accommodation providers
  • Regular contract management meetings
  • Oversight of monitoring visits conducted by officers, including escalation of concerns
  • Working with partners (such as other LAs, the ICB and CQC) to collaborate on provider oversight and strategic plans
  • Support for brokerage and social workers where individuals require a bespoke commissioning solution
  • Gathering of regular feedback from individuals who use our services on what could be improved, and how they can be involved in shaping services
  • Research, evaluation and consideration for the long-term needs of individuals with learning disabilities or autism in Peterborough
  • Project work - this particular role holds responsibility for our Respite Review. PCC have identified a significant shortage of respite provision in the city, particularly for those transitioning from childrens services. Your role will include development and delivery of our respite strategy, and commissioning of services to meet identified gaps.

You will be supported by Commissioning Officers who are involved in the commissioning and quality functions across all portfolios, including monitoring visits to providers. Portfolios fall broadly into accommodation based and community-based services and are led by experienced Senior Commissioning managers.

Local Authorities hold responsibilities under the Care Act to ensure that residents receive the care and support they need – either in their own homes, in the community or in specialist settings such as supported living or care homes. The Adults Commissioning Team are responsible for ensuring that we have the right, high quality services in Peterborough to meet that need.

In Peterborough we operate a ‘full cycle' commissioning team, which means we are responsible for the commissioning of services as well as the contract and quality management.

The team consists of a broad array of experience and exposure to Adult Social Care, both professionally and personally, with some staff joining the team with no experience but the skills and drive to succeed in the role. The supportive culture within the team provides opportunities to develop and has led to members of the team progressing from Officers to Managers.

Local Government Reorganisation (LGR)

The Government has announced widespread changes to local government structures in the eastern region. While Peterborough already exists as a unitary authority, our Cambridgeshire neighbours are a two-tier system with five district councils and one overarching county council. A range of proposals are currently being considered by central government, but will likely result in two or more new unitary authorities on the current footprint of Peterborough and Cambridgeshire.

The Adults Commissioning Team are working closely with our Cambridgeshire counterparts to prepare for any proposed changes, and there are lots of opportunities to get involved in transformation projects.
