All about the Role
This is a fantastic opportunity to join the Adult's Commissioning Team as a Commissioning Officer, supporting the commissioning of services for vulnerable adults and families in Peterborough. The role of Commissioning Officer will include supporting the commissioning, contract monitoring and quality assurance of services, improving the outcomes of vulnerable adults. You will be working within a varied portfolio of services, from care homes, to home care, to early intervention and prevention services in the community. We are also taking a focus on engaging with the community, co production is at the heart of what we do, and we are aspiring to be great at this!
We have 2 vacancies available – one permanent and one fixed term. Interviews for both will occur at the same time, and you will be able to state your preference at that point. This role will support you in developing a breadth of skills and expertise or build on existing skills you may have already perhaps as a care provider, or indeed someone with a lived experience of our services.
This is a hybrid role, with opportunity to work from both home and the office base (Sand Martin House, Fletton Way). Regular travel to visit local services (e.g. residential homes) is also required, usually 2 to 4 days a month.
All about our Team
Local Authorities hold responsibilities under the Care Act to ensure that residents receive the care and support they need – either in their own homes, in the community or in specialist settings such as supported living or care homes. The Adults Commissioning Team are responsible for ensuring that we have the right, high quality services in Peterborough to meet that need.
In Peterborough we operate a ‘full cycle' commissioning team, which means we are responsible for the commissioning of services as well as the contract and quality management. The Commissioning Managers manage and deliver the strategic commissioning cycle, looking at the long-term needs within the city, as well as reconciliation to the council's budget planning cycle. They are also responsible for the delivery and management of contracts to meet the identified need.
The Commissioning Officer role supports the commissioning and quality functions across all portfolios, including monitoring visits to providers. Portfolios fall broadly into accommodation based and community based services and are led by experienced Senior Commissioning managers.
The team consists of a broad array of experience and exposure to Adult Social Care, both professionally and personally, with some staff joining the team with no experience but the skills and drive to succeed in the role. The supportive culture within the team provides opportunities to develop and has led to members of the team progressing from Officers to Managers.

This role would be ideal for someone who has worked within Adult Social Care who would like to be part of improving services and shaping change. Perhaps you have been a Senior Support Worker, a Deputy Manager, or a Field Supervisor and are looking for the next step in your career. Or maybe you are new to social care but have an eye for detail and enjoy problem solving and working with people to improve services.

Local Government Reorganisation (LGR)
The Government has announced widespread changes to local government structures in the eastern region. While Peterborough already exists as a unitary authority, our Cambridgeshire neighbours are a two-tier system with five district councils and one overarching county council. A range of proposals are currently being considered by central government, but will likely result in two or more new unitary authorities on the current footprint of Peterborough and Cambridgeshire.
The Adults Commissioning Team are working closely with our Cambridgeshire counterparts to prepare for any proposed changes, and there are lots of opportunities to get involved in transformation projects.
